Punishments are always a sign of weakness or remissness on the part of the government.


In "The Social Contract, Or Principles of Political Right" (1762). Jean-Jacques Rousseau (1712–1778) was a Genevan philosopher, writer, and composer of 18th-century Romanticism of French expression.
